These days with frames that are meant to crumple during a crash it's kind of pointless having a steel bumper considering the frame is meant to crush. Having a steel bumper also prevents any cushion for the five mile an hour bump that will cause your airbag to pop. You're probably better off with a steel bumper with airbags behind it or something to help dead in the blow but still keep everything intact. Just by looking at the brackets on how it mounts those things will bend like pop can lids.
