I have an idea about the missed headshot. Aura is a shield that protects you from the outside. What if bullet ricocheted off the Aura around his head and landed in the shoulder. Once a bullet hits a hard surface ( like concrete or in this case an energy shield normally capable of absorbing great amounts of kinetic energy) it can go anywhere. People have been shot in the leg, the bullet hit the shin and bounced up into the skull. The slow moving bullets could be explained by using dust itself as the propellant. In our world gunpowder is used to send rounds down range. RWBY world physics aside the dust used as a propellant could have an affect on velocity. Gravity Dust bullets appears to hit the target with greater force than our rounds. Fire Dust rounds have an explosive or incendiary affect. Ice rounds freeze ambient moisture creating ice and freezing the target. All of these probably come at the cost of velocity and range. Bullets using wind dust probably behave like our bullets. With higher velocity and consistent trajectory. To summarize All dust rounds with the exception of wind rounds travel slow enough for a trained individual to doge or block, but most accept lower velocity for added affects.
