The Metropolitan Area Outer Underground Discharge Channel, located in Saitama prefecture of Japan, was built to protect Tokyo from flooding. Constructed in 2016, it measures 30 metres (98ft) in diameter and 70 metres (230ft) in depth.

Why does nobody comment on the fact that practically there's no mud, trash or any kind of debris inside there? That means they meticulously clean it up regularly. If this structure exist in any other country, they'll wait until it doesn't function properly before doing any kind of cleaning/maintenance.

At least that’s the case in US, they invest a lot of resources to funding research and protecting military bases from future climate events like flooding. The military’s of the world have no incentive to deny global warming because usually they are the most pragmatic arm of the government.
