I would like to know I'm a storm chaser in Ohio and I currently don't have my ham license or anything like that but me and one of my chase partner would like an alternative 2 way system to talk on so when we get ham we do not have to interrupt any conversations there in progress I was wondering do you have to have a license to put a private frequency or something like that to talk back in forth between cars or like just to put in an avaible frequency if I were to purchase a cm200 like that but older model or even that model in UHF

FRS radios are the ones you see in stores in the plastic case with 2-3 radios in it. They are UHF, fairly cheap, and you do not need a license for them. You can also use CB radio (Citizen's Band), that operate in the 27-28 MHz band. These radios are the same ones "truckers" use to communicate on the road. I suggest getting your HAM license. This will allow you to use various different radios and transmit at up to 100 watts of power! With HAM, you can also use local repeaters and get even greater distance.

You want DMR radio or Digital Mobile Radio. Are you a licensed ham operator? If not you will not find any consumer model radios that do that.
