You should watch Casino-Tourism tutorial part 2 then. This same city get's up to 80,000 tourists. Just follow the link at the end of this video, annotations are there for a reason.

I know it's way too late to ask this ... but regarding the sleek casino sign/ flashy sign ... I think the cheap one that goes on top prevents you from building modules on top of the casino, doesn't it? I'm not really sure though.

Maybe, but since not of those signs do anything to the tourist numbers it doesn't really matter.
Just remember that the screenshot is of the city after I converted it to high wealth tourism while in the video it's for low+ medium wealth tourism.
I will put a link to a composite screenshot in the description.
