@@konohahurricane07 They kind of are. When Kaguya transformed into the Juubi and her chakra was split into the 9 tailed beasts 50% of it was divided among the first 8 while the other 50% was all housed in Kurama.
If you think about it they’ve been taking a lot of chakra from kurama. First minato sealed half his chakra inside him so that’s half his power gone. Then naruto took another piece out of him and he still able to pull a tailed beast bomb. Aren’t the tailed beast made out of mainly chakra?
Yes they the tailed beasts are made up of Chakra. Each one is a piece of the ten tails. However, it was revealed that the nine tails is the one with the most chakra. Even with only half of his chakra, the nine tails has more chakra then the other eight tailed beasts.
