Does God tempt man to sin?

Does God tempt people to sin? Some would take the verse that I will be looking at today and say yes. I will be arguing that, no, God doesn't tempt people to sin. However, He does use sin sinlessly. He uses sinful people, demons, desires, and much more to accomplish His redemptive purpose. He also uses the sinful desires of others to punish His people as we will see in today's passage.
