I don't think it's a problem by saying "I cut my hair", for the sake of grammatically "understood". It's different from like "I eat myself" than "I eat by myself", or "my name is Dr. Melody Tam" than "I am Dr. Melody Tam".
You can cut your own hair. I think you were trying to say that getting a haircut is the proper way to say 剪发(cut hair)but you shouldn't say "I cut my hair" is wrong especially during the Covid time a lot of people actually cut their hair by themselves.
I like your explanations but I disagree you said that the native speakers won't use the 10 sentences you listed in your Chinese title tho. My boyfriend is a native speaker. He uses "Today is busy"
