Chancellor Mothma seemed like she wanted to help Jyn and agree to attack Scarif along with Senator Organa , who wanted keep the Alliance alive and fight the Empire. Admiral Raddus wanted to take the fight to Scarif instead of giving in. All of the other leaders are nothing but cowards
Bail and Mothma were sympathetic to Admiral Raddus, and wanted to fight as well. In the scene where Private Tenzigo Weems informs Mothma that Rogue One is raiding the Scarif Complex, you can see Mon Mothma smiling.

I think at this point the imperial senate was not disbanded so they figured they would negotiate with the emperor using the fact they had a miniscule fleet, the people objecting wanted to use the rebellion to ask for concessions from the emperor not engage in open war, dumb plan but according to the lore that's what was going on. Even mothma to an extent was still part of the senate don't know when she quit, Saw was the one of the only ones actively engaging in warfare against the empire.
God I LOVE this scene. It shows how vulnerable the Alliance was, how desperate the fight is, how the whole theme of Hope from the OT mattered. War is Hell, it's not black and white. Every decision made can either turn out for the better or doom millions upon millions of people. Not a SINGLE choice is easy, this scene captures it perfectly. Even to the very end, even after that ideologic speech of Jyn, many stayed realist. Every decision made in that room has ramifications on a GALACTIC SCALE. It simply makes the Alliance's final victory and Luke's triumph in Ep.6 way more impactful. The Empire is a terrifying foe, this movie really showed it well. It's like Empire Strikes Back, you really felt like you were fighting a losing battle, but you kept hoping and kept pushing.

I find it hard to believe that the opposition to invading an Imperial world and high security facility would give the rhetorical ground to Jynn by saying "You're asking us to invate and imperial installation based on nothing but hope." Is that what they think she is selling? A few lines earlier they rightly pointed out that she is a convicted criminal claiming there is a "Death Star" based on what her Imperial-hired father said to her (the recording conveniently lost) and the words of an Imperial pilot. Sounds like a set-up to me. But then they retort to Jynn's speech with the "...based on nothing but hope," line. That concedes that Jynn is really on their side and hopeful and not an Imperial spy. I'm surprised they would say that instead of question her intensely about her motives. It would have been nice if there would have been some little bit of information - something irrefutable - that was found by Jynn and Andor on Jedha or at Eadu. Or better, a trusted Rebel operative such as Bail Organa having some third party information the confirmed her story. Would have been way better and more dramatic.

This movie was so so good. The themes of freedom, hope, and responsibility to do what’s right against what’s wrong. It was a great social commentary on resistance against the elite. “What chance do we have? No, the question is what CHOICE do we have.”
After watching the season finale of Andor, this scene now means so much more. Especially when Mon Mothma looks up at Bail Organa when Jin says that rebellions are built on hope. A pivotal moment in the rebels history.
saw was actually kicked out he didnt leave they kicked him because he was to extreme and they feared it might cause less people to sign up for the rebellion
not open war. in the years preceding this scene it was still hit and run and using insurgents to hurt the empire - and when those incidents happened it was usually independent guerilla groups or proxies that conducted the operations (like phoenix squadron). scarif is the first event where the alliance as a whole, unified entity goes on the offensive against the empire. the first instance of open war where it mobilizes its entire fleet against the empire...
Actually Cassian’s quote. Kind of ironic that the cynical mercenary provided one of the most inspiring lines of the movie, yet sadly never got credit for it.
Like Cassian said in Andor, there's a difference between fear and losing your nerve. The senators (sans Bail Organa and Mon Mothma) are losing their nerve, while the fighters visibly show fear but would rather keep fighting than giving up hope.

What I love is, she's channeling the spirit of Saw Gerrera here. We know exactly why she feels this way, because as they build up Saws character we see the direct influence he had on her. Saw spent his whole life 'fighting with people he agreed with'. He always argued for forceful responses, to take the fight to the Empire, that if you're going down-you should 'die trying to take them down then die giving them what they want'. He was a powerful argument against passivity, against playing it safe and waiting for 'the system to work'. And here Jyn is, fighting against a room of people she agrees with. No surrender, no compromise. She's fierce and unapologetic, because she knows she is right. She stood up in a room of powerful, influential people who looked down their noses at her (Amusing irony from the guy supporting a rebel army to not consider himself a criminal as well) and spoke up. He would be proud.
You’ve just got to love how Jyn quotes Cassian here. And both prior to and after this, Cassian is inspired by Jyn to follow his instincts instead of orders. They really made a deep positive impact on each other - one of the best building blocks of love.
This scene is even more meaningful after seeing the battle of atollon. One of the strongest rebel force combined by Captain Syndulla and General Dodonna still stand no chance against the imperial fleet. If it is indeed an imperial trap, this could be the end of the rebellion.
Kind of a pity they gave Genevieve O'riley (Mothma) so few lines. Those who play Overwatch will recognize she is the voice actress of Moira, and her voice can be REALLY booming and imposing when she gets the right thing to say.
A shame Jyn Erso's character wasn't built more properly and extensively by the writers (ie, everything besides being the daughter of the engineer of the death star. Tbh, that's why Andor is the character who got a show...) That scene was really powerful. And the actress really nailed her performance. There was so much potential.
I mean to be fair there is nothing in the story that could have been a compelling story for Jyn (or really any of the other main Rogue One crew) that we haven't seen already in this film. She was abandoned by Saw at a pretty young age and has done nothing between then and her getting "saved" by K2-SO. Cassian was really the only one that had an extensive past linked to the Rebellion.
"Without the full support of the council, the odds are too great!" Really? Why not only needing majority support of the council to attack Scarif and if the majority wins the people on the council that believed there was no hope; has to obey with the majorities decision.
The leaders of this coucils command portions within the alliance, only by authority will they allow their forces to act, cause at this point the rebel alliance is still divided between rebel cells, but after battle of yavin mon mothma gains all power from the council allowing him to authorize an attack on endor without the support of the council.
As time goes by and these young actors avail themselves in more and more great work the cast of this movie starts to look really stacked. Riz Ahmed being like eighth lead is just nuts. And of course Sharon Duncan-Brewster was just in “Dune.”
Even though Bail Organa and Senator Mothma started the Rebellion, Jyn Erso UNITED them.She was the catalyst that made the Rebel Alliance a truly cohesive and unified force instead of the unstable conglomeration that existed before.She proved the Death Star was real and it could be defeated and this was the citizens of the galaxys ONLY chance if they ever wanted freedom one day.

This scene always made no sense to me. The Council wants to believe that they're not at war with the Empire, but they're literally calling themselves the REBEL ALLIANCE. Props to Raddus for having the balls to do something.
Rebellions are built on HOPE ! There was no consensus on this meeting. Senator Mon Mothma was still hoping for a peaceful resolution through difficult negotiations in the Imperial Senate controlled by Emperor Palpatine which is pointless since these delegates are only loyal to their lust for power and greed. Fighting the Imperial forces in the battlefield is the only way to Win this War for the Rebellion as Saw Guerrera's advocating though his tactics amounts to ruthless criminal acts that mercilessly massacring unarmed civilians to satiate his defiant militancy but he's correct in saying Rebel Alliance leader's indecisiveness is plain cowardice. Jynn Erso had no choice but to initiate a sneak attack on the DS with Rogue Squadron.
Some of these people forgotten that the rebellion is built on hope which makes me frustrated because now I am wondering why did they even join. At least Mon Mothma and Admiral Raddus believe in Jyn

Jyn Erso was right. The rebellion's only option was to steal the Death Star plans from the imperial archives on Scariff. Many of the rebel leaders, especially members of the council, believe the odds of obtaining the plans were too great and that she was asking them to raid Scariff based on nothing but hope. Like Jyn said, "Rebellions are built on hope". Oh course with the crowd Jyn was with, a imperial pilot who defected, and Jyn's criminal background and her association with Saw, they choose to surrender, declaring the Rebellion is finished. Ok. The Emperor, the Empire has already won. The rebels leaders that choose not to take acrion and Surrender, the Empire will use the death star to wipe out any opposition and crush the Rebellion permanently like it destroyed Jedda City. So, Jyn, Andorra, and a group of Brave Rebel souls, including Admiral Raddus, chose to disobey orders and sacrifice their lives to steal the death star plans, Rogue one's and Raddus's sacrifice was not in vain. They showed the Galaxy that there is no such thing as giving up.
This felt like a skit or a parody of every movie council meeting there's ever been, like "oh I'm watching these people acting out a scene". I don't buy any of these line deliveries or that any of them are desperate, and the "hope" line was cringey as hell and doesn't feel earned at all. "Rebellions are built on hope!" OH I GET IT, the line used earlier, SHE'S now using it! Her character is ARCING. Amazing.
In scenes like this, you can understand how the absence of the Jedi was truly felt. Just regular technicians, politicians, and soldiers lacking a grand strategy (Jedi High Council) or elite warriors (Knights).

I hate the trope of the cowardly rebel leader who prefers to do nothing. Youd think theyd get weeded out before they got to rebel leadership positions.
Honestly, after how terribly Thrawn obliterated their forces in Rebels the last time they were ready to mobilize, it's understandable that they were hesitant.
Ezra taking Thrawn out of the equation was absolutely huge for the Rebellion. I honestly donʻt think they win if Thrawn was still with the Empire. He was too damn good.
The Rebels are basically rag tag renegades facing against what is basically the outer space equivalent of Nazi Germany or modern day terrorism. The Empire has the troops, firepower and resources and the Rebels are having to make to do with the resources they have and they are not sure the determination and hope of their people will still be enough with those said resources! Pretty realistic mindset coming out of these people! One group is being hopeful, the other being realistic if extremely cowardly,too!

What I love is, she's channeling the spirit of Saw Gerrera here. We know exactly why she feels this way, because as they build up Saws character we see the direct influence he had on her.
Saw spent his whole life 'fighting with people he agreed with'. He always argued for forceful responses, to take the fight to the Empire, that if you're going down-you should 'die trying to take them down then die giving them what they want'. He was a powerful argument against passivity, against playing it safe and waiting for 'the system to work'. And here Jyn is, fighting against a room of people she agrees with. No surrender, no compromise. She's fierce and unapologetic, because she knows she is right. She stood up in a room of powerful, influential people who looked down their noses at her (Amusing irony from the guy supporting a rebel army to not consider himself a criminal as well) and spoke up.

Admiral Raddus had so much ball it even went up to his chin.
You’ve just got to love how Jyn quotes Cassian here. And both prior to and after this, Cassian is inspired by Jyn to follow his instincts instead of orders. They really made a deep positive impact on each other - one of the best building blocks of love.

This scene is even more meaningful after seeing the battle of atollon. One of the strongest rebel force combined by Captain Syndulla and General Dodonna still stand no chance against the imperial fleet. If it is indeed an imperial trap, this could be the end of the rebellion.

Kind of a pity they gave Genevieve O'riley (Mothma) so few lines. Those who play Overwatch will recognize she is the voice actress of Moira, and her voice can be REALLY booming and imposing when she gets the right thing to say.

I mean to be fair there is nothing in the story that could have been a compelling story for Jyn (or really any of the other main Rogue One crew) that we haven't seen already in this film. She was abandoned by Saw at a pretty young age and has done nothing between then and her getting "saved" by K2-SO.
Cassian was really the only one that had an extensive past linked to the Rebellion.
"Without the full support of the council, the odds are too great!" Really? Why not only needing majority support of the council to attack Scarif and if the majority wins the people on the council that believed there was no hope; has to obey with the majorities decision.
The leaders of this coucils command portions within the alliance, only by authority will they allow their forces to act, cause at this point the rebel alliance is still divided between rebel cells, but after battle of yavin mon mothma gains all power from the council allowing him to authorize an attack on endor without the support of the council.

This scene is a great retcon. It explains why only 32 X-wings and Y-wings set off on a suicide mission to destroy the Death Star.
It was probably because most of their ships were destroyed in the Battle of Scarif. That was the Rebels at full strength.
As time goes by and these young actors avail themselves in more and more great work the cast of this movie starts to look really stacked. Riz Ahmed being like eighth lead is just nuts. And of course Sharon Duncan-Brewster was just in “Dune.”
I just looked her up and found out she was also in "The Waters of Mars". Interesting how one person in 3 pretty decent unrelated pieces of Sci Fi.
Even though Bail Organa and Senator Mothma started the Rebellion, Jyn Erso UNITED them.She was the catalyst that made the Rebel Alliance a truly cohesive and unified force instead of the unstable conglomeration that existed before.She proved the Death Star was real and it could be defeated and this was the citizens of the galaxys ONLY chance if they ever wanted freedom one day.

This scene always made no sense to me. The Council wants to believe that they're not at war with the Empire, but they're literally calling themselves the REBEL ALLIANCE. Props to Raddus for having the balls to do something.

Rebellions are built on HOPE ! There was no consensus on this meeting. Senator Mon Mothma was still hoping for a peaceful resolution through difficult negotiations in the Imperial Senate controlled by Emperor Palpatine which is pointless since these delegates are only loyal to their lust for power and greed. Fighting the Imperial forces in the battlefield is the only way to Win this War for the Rebellion as Saw Guerrera's advocating though his tactics amounts to ruthless criminal acts that mercilessly massacring unarmed civilians to satiate his defiant militancy but he's correct in saying Rebel Alliance leader's indecisiveness is plain cowardice. Jynn Erso had no choice but to initiate a sneak attack on the DS with Rogue Squadron.

Jyn Erso was right. The rebellion's only option was to steal the Death Star plans from the imperial archives on Scariff. Many of the rebel leaders, especially members of the council, believe the odds of obtaining the plans were too great and that she was asking them to raid Scariff based on nothing but hope. Like Jyn said, "Rebellions are built on hope". Oh course with the crowd Jyn was with, a imperial pilot who defected, and Jyn's criminal background and her association with Saw, they choose to surrender, declaring the Rebellion is finished. Ok. The Emperor, the Empire has already won. The rebels leaders that choose not to take acrion and Surrender, the Empire will use the death star to wipe out any opposition and crush the Rebellion permanently like it destroyed Jedda City. So, Jyn, Andorra, and a group of Brave Rebel souls, including Admiral Raddus, chose to disobey orders and sacrifice their lives to steal the death star plans, Rogue one's and Raddus's sacrifice was not in vain. They showed the Galaxy that there is no such thing as giving up.
This felt like a skit or a parody of every movie council meeting there's ever been, like "oh I'm watching these people acting out a scene". I don't buy any of these line deliveries or that any of them are desperate, and the "hope" line was cringey as hell and doesn't feel earned at all. "Rebellions are built on hope!" OH I GET IT, the line used earlier, SHE'S now using it! Her character is ARCING. Amazing.

In scenes like this, you can understand how the absence of the Jedi was truly felt. Just regular technicians, politicians, and soldiers lacking a grand strategy (Jedi High Council) or elite warriors (Knights).

Honestly, after how terribly Thrawn obliterated their forces in Rebels the last time they were ready to mobilize, it's understandable that they were hesitant.
Ezra taking Thrawn out of the equation was absolutely huge for the Rebellion. I honestly donʻt think they win if Thrawn was still with the Empire. He was too damn good.

The Rebels are basically rag tag renegades facing against what is basically the outer space equivalent of Nazi Germany or modern day terrorism. The Empire has the troops, firepower and resources and the Rebels are having to make to do with the resources they have and they are not sure the determination and hope of their people will still be enough with those said resources! Pretty realistic mindset coming out of these people! One group is being hopeful, the other being realistic if extremely cowardly,too!
Humorous. The Rebel Alliance promised the galaxy that someday, they would destroy the Empire, and yet here they are, cowering in the face of the very enemy they swore to destroy.

If I were a guy who had been leading men and women for years fighting against the empire and I got lectured by some random chick who just showed up out of nowhere I'd be furious.
