A riser on that tee would have brought the emitter plate up level with the turf, being close to the road, debris and road junk will collect in the divot or in colder climates expressed water will freeze on top, blocking emitter. If it were level or slightly raised on a crown, this would be less likely
He's in Florida, and they don't freeze.
@@FRENCHDRAINMAN junk will still accumulate in the divot. And if any northern viewers try it this way, it will freeze shut on them and freeze on the sidewalk
Looks too low in the ground, why not raise to ground level?

Water will discharge from the pop up emitter onto the street during a rain event.
