If you hold shift, you can left-click-drag abilities around on the action bar if you prefer them in a different order. Personally, I like to have them in order of typical use, so damage-over-time abilities (DOTs) first, then ranged attacks, then mallee attacks, etc. This is known as your standard rotation.
