This is an odd one. If we are talking based on game experience it would be Gyarados since it's the first one you should see. From the anime season 1 the mountain size Dragonite Ashe see's at the light house is burned into a lot of peoples memory. To this day I still can't accept the way the games portray Dragonites size as well as further dragonites in the anime. It's hard to accept that the very first glimpse of Dragonite in the Anime was just an anomaly.
Well, Gyarados isn't a dragon, it might have dragonlike features, but it's a Water/Flying type, or Water/Dark if it Mega Evolves, which disqualifies it.

Yeah that's correct, it should be Dragonite, he's the original Dragon Pokémon, and in general a fan favourite, he might not be as strong as Rayquaza, or as cool as Salamence, or as brutal as Garchomp, and my personal favourite is Haxorus. But I feel like Dragonite fits perfectly as the Dragon mascot, after all, he was the first one, and he have Dragon in his name, and he's an overall good Pokémon, that most people like.
