probably because someone actually blew the air into that balloon, which means that balloon is filled up with CO2(Carbon Dioxide), the gas which is heavier than air. Like that person above me said, it's true that balloon didn't float because there are no helium but that is not necessarily true; Hydrogen would also make that balloon float.

No. If the girl was moved instead, she would have not only lost her balloon, but she would have gotten caught too late to be moved by artificial telekinetic physics, and there would have PROBABLY been a traffic accident.
