That's an official "playtest" card from Monarch events, it's basically a fancy Judge proxy. The reason it's "out of print" is because Monarch is no longer hosting tournaments anymore (so you can't get the play test cards from them).
if you are playing a deck that is DIGITAL..... why would you make the cards a different language??? Cant believe Sauron didnt walk to the victory line there! GG
