You guys are missing the most important part which was when the Signal Corps used Smokey to lay out telegraph wires in a 70 ft pipe that would have been too dangerous for soldiers to do. Smokey went unnoticed and was able to get the wire to the other end safely in the process saving lives..

So how did she became a War Hero other than accompanying soldiers in Hospitals and becoming the first Therapy dog?
She helped lay about 70 feet worth of telegraph wire where it would be too dangerous for soldiers to do it. She went into enemy territory and went unnoticed. Potentially saving multiple lives

This leaves out the best part! Smoky ran a communications line under a runway, saving soldiers exposure to enemy fire. A true hero!
He stopped the war because how cute he is that everyone stopped fighting and belly rubbed him.
