Yeah, these are different in functionality. But, I don't use Adobe Products because they are over priced and some of their apps are buggy. I don't use Substance because I can do texturing using UV Unwrapping in Blender and using Affinity Photo for the texturing (using layers). Save LOTS of money this way. Who needs the fancy-pants apps such as Substance!
I have experienced problems in after effect, trying to contact customer service many times failed until after 2 weeks the problem was resolved, there is a disaster but there is a good thing, I get free use for the next 4 months because of this problem hahha. if this is a project for clients it is very problematic but if this is for personal use of course I have saved my money 4 full months

I've heard good things about ArmorPaint as a Substance alternative, its still in development mode but it might be worth trying.

But both paint and photoshop have it's own unique features
