I guess it also depends on why she's coming to Germany or what she's planning on doing. If she's invited to a fancy wedding, than a fancy outfit is expected ;) but if its for a vacation, travelling around, visiting the sights, hiking... then casual and practical clothes are obviously best. plus if anything is missing, you can always buy stuff.
Don't bring heels for a vacation. You can use them if you insist, just don't go to your destination on heels, switch footwear when you enter. Heels are for inside.
A lot of women wear some type of plateau shoes instead. Though more than enough still manage to injure themselves on steps and stairs... Maybe if you plan to drink go for something flat.
I find German sunscreen not as effective as Australian sunscreen. I grew up in Australia and have had basal cell carcinoma and solar keratosis but have lived in Germany now for decades. Have tried many German sunscreens (factor 50) but would advise against using them in Australia as they are not as effective as equivalent factor 50 Australian sunscreen. I buy my sunscreen (Cancer Council) there and bring it back to Germany.

I once got the advice: get sunscreen and bugspray (for moscitos) in the country you are travelling to. Esp. if it's quite a distance between your "home country" and your travel destination because they might not work as much AND there might be special regualtions for ingrediens.

Half German half Irish.I have my mother's very fair skin that burns over.tans.I was out on a boat I Berlin on a 40 degree day for.3 hours and never burnt.It was a surprise.I had no foundation. Sunscreen or a hat.Itcis because UV was.2.and on Ballarat Victoria we have 11 or 12 extreme.That's the difference
