Alberta to overhaul municipal rules to include sweeping new powers, municipal political parties

  • The government of Alberta has tabled legislation that will give it sweeping powers over municipalities across the province, including the right to fire councillors and overturn bylaws.
    Bill 20, the Municipal Affairs Statutes Amendment Act, includes two pieces of legislation: the Local Authorities Election Act (LAEA) and the Municipal Government Act (MGA).
    If passed, the amendments to the Municipal Government Act will allow cabinet to remove a councillor “if in the public interest” or to order a referendum to decide whether a councillor should be removed, which will be reviewed in a case-by-case basis.
    The amendment will also enable cabinet to require a municipal government to amend or repeal a bylaw, as well as giving cabinet the ability to postpone elections.
    Right now, provincial cabinet can only intervene with municipal land-use bylaw or statutory plan. Only the municipal affairs minister can remove a sitting councillor under specific circumstances through a municipal inspection process.

    This is rich coming from the Province and how fiercely they fight against the Federal gov for getting involved in Provincial matters and as such they need to give municipal gov the respect it deserves and not to get involved in their matters. This is a power grab and could be a slippery slope if this is allowed.

      The feds cannot enact a similar law because it is not Constitutional. Meanwhile, the City councils exist within the jurisdiction of the Provincial government.

      Good. About had enough of this ballot box nonsense. We all know marketing works, Coke puts out an ad and people buy more. It's the exact same for politics. So, "democracy" is just media control because most people don't have an interest in politics. And to make it worse, most parties left and right are partially or completely controlled by the same interests. And morons think "durrr I just vote for da other guy and things get better hurrrrr." And things end up the same, cycle repeats. At least in a dictatorship, people revolt if something is horrible and a new government takes the last one's place.

      Municipalities have delegated authority at the pleasure of the Province in Canada. This is in our constitution. What Alberta is doing is constitutional and reasonable.

I'm sure if this was the Feds, Smith and the UCP would be crying bloody murder. The fact they are using just Edmonton and Calgary clearly shows their intent. They ruined my neighborhood with a federally funded apartment building. Slapped it right on the soccer field I used to play on as a kid. And all the climate scams they make the city follow as well.       Municipalities actually fall within the jurisdiction of the Provinces. City Councils manage their city limits on behalf of the Province. So your comment is ignorant of how Canada's levels of government work.

      It looks like overreach because Smith's entire agenda is concentrating power in government while turning corporate lobbying points into public policy and limiting the federal government's ability to help Albertans directly. She uses human rights (i.e. LGBTQ rights) and as a boogeyman wedge issue to motivate the right through fear and split the left's efforts between pushing back on human rights and pushing back on corporate greed.

    Imagine if Alberta actually had a premier and provincial government that focused on serving the people of Alberta and solving the issues they think federal government has created. Danielle Smith has already been killing more people suffering with drug addiction than previous premiers, there has been twice as many ODs in Alberta in 2023 than in 2022 due to the "let's close down consumption sites" stupidity. She cost Alberta over $50B in renewable energy investments, she is forcing Canadians to be dependent on oil and gas, she is contributing to the fire situation in Alberta.
    City councillors and mayors need to respond immediately and petition the federal government and supreme court to intervene in this situation. They should petition the governor general to intervene as well to disallow any of these fascist policies from Danielle and UCP.

      @@Jlkincaid1 You might find this a shock, but I haven't decided yet because it is far too soon to choose which party best represents the needs of the poor and working class, as well as a sustainable environment for the future. But based on those values, Conservatives and Liberals have already disqualified themselves.
      The bigger picture here is the system is the sickness, like I said, capitalism is structurally unsustainable and that needs fundamental change. Voting day will come and go, decisions will be made then, but the greater movement for a more healthy, just and sustainable system will continue on. What side of history do you hope to be on? Progress or regression?

      Read the bill for yourself. It removes corporate money, enables easier special access voting, requires recounts when 0.5% margin instead of at "their discretion", plenty more things i thought Liberals wanted? Funny how back in 2017 when Notley was around people were begging for the province to do exactly this when they were taking all the revenue from cannabis and not sharing it with municipalities after promising. It's only okay when you guys regulate stuff right?
      Municipalities have not been granted any powers under the Constitution, rather a municipality's powers are granted to them through legislation enacted by the province and therefore municipalities remain products of their provincial legislation.

    I am on the fence here.
    To me it seems that AB has had enough of federal government intervention and want to take up that role.
    On one hand, yup AB would be better off run by Albertans.
    On the other hand , municipalities would be better off run by municipalities.
    I suspect this power grab is a response to federal interference straight to municipalities.
    But let’s not be naive… voting along party lines is a problem that has no interest in the people, who elected leaders to serve them.
    Power grabs are going on everywhere around the world.
    Whether or not you see them or support them.
    They are rampant.

      The UCP won 1 seat in Edmonton in the provincial elections, but for some reason feel that because a bunch of rural people voted for them they have the right to step in and take control of a municipality full of people that do not want them.
      It would be no different than the Federal government elected mostly by people in Ontario and Quebec decide to step in and control the area's that voted against them.

      This is well articulated, you seem impartial. I would estimate because the liberals/conservatives cut competition across the board (shaw cable, HSBC, west jet, T&T Supermarket) this has allowed a more sinister campaign to create puppet city councilors to contaminate city council under the guise of a political party. This attempt at correcting and reforming the law wouldn't just benefit the UPC but any future premier. Canada pays the highest rates in the world in terms of public services, because the corporations are allowed to purchase or practice anti-competition. Theres enormous financial incentive to play both sides (conservative/liberal) at the federal level, but theres even more incentive to lay the ground work from city councils.

    When my husband and I recently retired and put all our money into a home in Alberta, we did not know we were losing our cpp, medical and moving to a dictatorship. We now could not sell our home for enough to buy home in another province. I think Alberta provincial government removing and controlling municipally elected mayor's and counsel elected by the people is wrong.

    Alberta UCP introduced a bill to permit political parties to run in the province's municipal elections with unlimited funding from corporate donors to ensure Oil backed Conservatives are placed in charge of Edmonton and Calgary. As a fail-safe, the province could also fire any mayor or councillor and nullify any bylaw that they disagree with.

    Alberta seems to be following Quebec in using provincial power to control municipal government. That is NOT what any "local government" would want. The separation between municipalities and provincial law makers should consist of "elected officials" following prescribed levels of control.

    Alberta’s Municipal Government Act should be amended to set the limit of Councillors based on the size of population within the specific municipal boundaries. Some municipalities have large number of Councillors in proportion of other comparable municipalities, and larger councils cost the taxpayers unnecessarily more.

    Considering that rulers have never given the people freedom, but rather that it grew from the people who forced it upon their rulers, this is an evil idea. I'm not over-reacting, I'm simply reacting to the terrible thing my fellow councillors did to me three years ago when I suggested that we disobey the dictates of our provincial government. People will end up accepting this horrible idea because it affords individuals with a weapon to eliminate their political opponents. Our country has become so far removed from democracy, debate is non existent, criticism is considered violent, ideology is more important than life, knowledge has become opinion and opinion has become fact.
    Too much negativity without solutions?? Maybe, but I do know where to start. Stop voting for Political Parties and start voting for people. The purpose of the Party system is to funnel power into one person. In Canada we all know who that person is, but remember who put him there. I live out West which means the person with the blue tie or scarf will take my power and give it to the leader. Nobody will thank me until the next election. The only day we have freedom is election day. What they do with our freedom is our fault.

      Well for one, Trudeau-collaborator Sohi ruined my neighborhood with federal grants that mandated him to destroy suburban parks with ugly apartments and townhomes. He also slapped bike lanes deep in the suburbs. You rarely see them get used even around the UofA, and I've gone down the main road in Chapelle multiple times a week for like 7 years and not once seen it used. It's freezing most of the year here! Those should have never been there. Honestly maybe Edmonton needs a break from an elected municipality. Just have it under Provincial supervision for 10 years to reverse all the damage, clean out all the dusgusting freaks, and then we can go back.

      The municipalities tried to take Federal money for housing and/or renewable energy, and thus are getting 'reigned in' so they follow the Party line instead, and the two having their election rules changed (Edmonton and Calgary) generally voted against the current Provincial government, and are being changed to try to prevent dissenting votes in the future, as far as I understand it.

    Like the American Republican party, the UCP is essentially implying that if the municipal official doesn't do the bidding of the UCP, they're going to throw you out. Most places in Canada using electronic tabulators and have for quite a while. Eliminating them sounds like the same idea south of the border, they're afraid to lose and make people believe the machines are evil. Looks like Alberta is heading back 50 years instead of moving forward which is precisely what the UCP wants to do.

    UCP is spending a lot of time getting in the way or messing with Trudeau plans rather than solving provincial problems. I will concede some things are being addressed but consider this was of the UCP’s making so minimal credit is deserved. The municipal power play is just mean and controlling. I have little respect for them any more. Definitely not the same party I voted for when Peter Lougheed was premiere.
