    Report by Don Hale.
    donhaleblog.blogspot.com
About four years ago, TV reality show icon, Judge Robert Rinder investigated whether the Yorkshire Ripper Peter Sutcliffe may have viciously attacked and murdered three other additional female victims in high-profile crime cases that still-remain unsolved.
The experienced criminal barrister who normally presides as the popular Judge in a mock courtroom overseeing a variety of debates and consumer issues on ITV studied up to 18 historic, or important cases during his informative daytime show about 2016.
Called, ‘Judge Rinder’s Crime Stories,’ and deliberately scheduled for a new afternoon slot on the same channel, he then deliberated on important factors that may have influenced the outcome of several true-life incidents, highlighting new interviews with key participants.
STEPHEN DOWNING CASE: One of the first and most controversial cases to come under his scrutiny was the brutal murder of legal secretary Wendy Sewell in September 1973, for which Stephen Downing spent over 27-years in jail for a murder he did not commit.
Known as the ‘Bakewell Tart’ murder, due to the victim’s alleged promiscuity, it became the UK’s worst ever miscarriage of justice attracting worldwide attention, and even helped changed British and European law.
TV DRAMA: It was also the subject of a TV drama starring Stephen Tompkinson in the lead role as Don Hale, the investigative journalist, and editor of the local newspaper who helped quash the conviction.
Judge Rinder quit his famous set to consider whether, as experts now believe, that her killing was in fact the work of the Ripper, and can also be linked to the murders of Jackie Ansell-Lamb and Barbara Mayo.
Stephen, was just 17 when jailed for Mrs Sewell’s murder in 1973. She was viciously attacked with a pickaxe handle in a small Derbyshire graveyard where he worked as a gardener.
He found her body and called for help but the young teenager, who suffered from learning difficulties at the time, had bloodstaining on his clothes, and was later made to sign a confession by police officers after being forcefully detained for up to 9 hours.
An 8-year campaign launched in 1994 by Hale and a new legal team, later proved the police had ‘substantially and significantly’ breached the Judge’s rules, and successfully challenged the original forensic analysis.
When the conviction was eventually quashed in 2002, Stephen secured a record compensation payment of nearly £1M from the UK government.
The case became the subject of a major human rights issue and helped changed both European and British Law by allowing prisoners in denial of murder, the opportunity to present their submissions directly to the parole board.
It was even debated in Parliament and helped with the creation of a new system of justice, the Criminal Cases Review Commission (CCRC), which now studies all alleged miscarriage cases.
This week key characters from the case including Stephen Downing, Don Hale, and cold-case detective Chris Clark, a Yorkshire Ripper expert, and a respected author on the subject matter, attended ITV’s Manchester studios to provide new and exclusive interviews to the show.
In addition, Chris, later found a vital hidden police pathology report buried for over 40-years.
He confirmed: “Wendy Sewell’s murder bears the hallmarks of the Yorkshire Ripper. The report confirms that Downing should have been released within days of the attack on Mrs Sewell.
“At that time, it confirms senior officers attended the post mortem and were well-aware the victim had been viciously struck 7 or 8 times, chocked with a ligature and kicked. Downing should then have been released within hours - not years.
“I also believe this murder is linked to two other similar killings which indicate the same MO of Sutcliffe, those of Barbara Mayo in Chesterfield, and Jackie-Ansell Lamb from Cheshire.”

They used to meet regular at the church yard as they both have parents who are buried there. She was pregnant with his child and was going to put the child up for adoption (( she gave birth to a boy btw)) gives him motive.
He joined the army soon after and blankly stated he has never been questioned,,,,the only interview he had, he encouraged himself with the Matlock mercury and it made front page. He also has a strong distaste for don hale too which he makes very obvious.

Then there is also the fact Stephen claimed that he was interviewed without an adult but yet that was found to be false as his father spoke with him .... Stephen point blank refused to be interviewed in the follow up investigations ... There is more than enough evidence that shows the police got the right man

This man was guilty. Police reinvestigated it and he was again the only possible suspect. Also he admitted to both his wife & parents after his release that he had murdered Wendy. Quote <
    Police reinvestigation
Downing found to be the only suspect
Following the Court of Appeal overturning Stephen Downing's conviction, the Derbyshire Police reinvestigated the murder under the name Operation Noble. During 2002, they interviewed 1,600 witnesses, at an estimated cost of £500,000 - though Downing himself refused to be reinterviewed.[9] A year after the conviction was overturned, in February 2003, Derbyshire police revealed the findings of their reinvestigation of the murder. 22 other possible suspects had been investigated, many of whom had been suggested by Don Hale during his campaign, and in his book Town Without Pity. One of the alternative suspects was Downing's father, who had been driving the bus that dropped Sewell near her workplace on the morning she was assaulted.[10] All of these alternative suspects were cleared of any possibility of having murdered Wendy Sewell. Downing, meanwhile, was the only suspect who could not be eliminated, indicating that he may have been guilty after all.[9][21] New forensic evidence also pointed to him having carried out the attack.[22] The police had wanted to question Downing about three confessions he made to the murder since his release from prison, including one recorded on audio tape, but he refused to comply.[10][23] A woman who he was in a relationship with had taped him confessing during an argument, and he was also alleged to have confessed to his father on two occasions in 2002 after his release.[10] Although he had refused to be interviewed for the reinvestigation, Downing issued a formal complaint after the findings were announced, saying: "They said that they would do a thorough investigation into the matter - they have not done".[22] An independent committee set up to oversee the police investigation later concluded that the inquiry had been completely fair and that they were satisfied with the integrity and rigour of the investigation.[24] Downing's solicitor was among those on the committee and himself concluded that the investigation had been fair.[24]
After failing to link any other person with the murder, and unable to eliminate Downing as the suspect, the police declared the case closed and said they were not looking for anyone else.[23] Even though Downing remained the prime suspect, under the "double jeopardy" rules in place at the time a suspect could not be re-arrested and charged with a crime they had previously been acquitted of.[9] The police said that, had the law been different, they would have applied to the Crown Prosecution Service (CPS) to again charge Downing with the murder.[9] The findings of the investigation led to public doubts over whether he should have been released.[10] unquote
