OL actually means overloaded. In this case it is because the washer tried to agitate without water. To shift into agitate these machines need water to make the inner basket float to engage the agitator. Because there wasn't enough water the basket hadn't floated yet. It cam also be caused by a very heavy load of laundry, which is why it's labeled overload.
As an appliance tech myself simply tightening the rotor bolt doesn’t always fix it. Even if you use an impact gun I’ve seen em come loose again in 6-9 months. If the bolt is loose chances are it came loose for a reason. Consider replacing the rotor and bearing kit in this case.
Maybe some lock tight on the bolt to help keep it in? I've only done bearing kits on Speed Queen. These residential washers are usually not worth the cost of a bearing job. I'm going to see how long this bolt will stay in there and try to post an update. Wash on! 🤘
