EA wanted Black Box to do things that generate money, so everything had shifted to just adding cars and abandoning adding new areas like canyons. That is until EA decided to get rid of Black Box permanently later on. The best bet would be the people running Soapbox Race World. They added new cars to their respective private servers, although actually adding new areas will take a very long time to add I imagine. Once in a blue moon to encounter a Swiftie that plays video games, let alone plays Need For Speed. ;)
Maybe it will happen with the World 2 Carbon mod. There are tools out now that really help with map editing. Hypercooled and/or Hyperlinked. The W2C mod is just a map project and Hyperlinked makes it so that they can have the World map and still have the canyons north of the map (unconnected as in Carbon) but originally the game could not handle the World map and canyons. Building off of the W2C mod is a seperate mod NFS Carbon Online (NFSCO). I believe their plans are to port events over in the full map from MW, Carbon and World all in one game and make it playable online. So we may see it in W2C or NFSCO.

Very odd that it's placed in there. XD That was the shorter version of "LeMans" Circuit race. It was a Sprint race that covers only Palmont City and not Rockport City back then.
I myself have personally thought about this and I've figured it's possible to add Tri-City Bay into the game through the use of the old map files. However, the games use different engines I'm pretty sure so I'd have to convert it through bit-by-bit. On top of that I'd also have to manually implement AI paths and collisions which would take away a huge chunk of my free time. Possible, but extreme. Furthermore, I've found the files for the connector roads collision maps but it's impossible to restore them through several VltEd gimmicks because there's no mesh data. Rip. World could have been a better game if only EA cared more about the game than revenue, which unfortunately has hit each game harder than the last. 2015 was always-online, then you got Payback which had literal cards yyou had to pay for to get performance and visual upgrades and then Heat which wasn't as bad but the pay-to-win certainly ruins the gameplay. At least it gives a bit more of a challenge for players. A vision for World I've had ever since first playing it in 2014 would be: - A balanced series of cars, each with balanced stock statistics and a tier system exactly like Carbon's coming back. - Unique tuning system with several new options such as spark plug timing, gear ratios etc. - Map reminiscent of Bayview, Rockport, Palmont, and Tri-City Bay joined together with new graphics | Bayview to the northwest, Palmont to the midwest, Rockport to the mideast and Tri-City Bay to the far east. - Events retained from older games, would be nice to relive old experiences in a new environment. - Three functioning airports: Palmont, Bayview and Rockport - All garages are original safehouses from games I know I would seriously love to develop and play that, although my dev skill is focused on my own project atm. I'm not sure if it looks like San Juan, but it is Mystery City textures. In NFS Carbon, San Juan was at least drivable somehow using glitches to get there. Mystery City was undrivable. It's just textures and that's all.
We will never know! lol On serious note, the connector roads (basically any new areas like Canyons) were dropped in 2012 to prioritize making new cars for Speedboost at the time. Rockport Turnpike was the last area that was added to the game, which happened back in December 2010.

Possibly, the real Mystery city is the unknown city in the east of the Bayview from NFSU2 and all the cities from NFSU2, NFS MW, NFSC, NFSUC and NFS HP 2010 are all related and all of them connected at some places (and Seacrest is possibly visible from Kempton, since the Islands texture in south of Kempton are shown in Seacrest County map. And that "Mystery City texture" is just a texture of Palmont
From what I read, San Juan was supposed to be the Mystery City in NFS Carbon. But things changed so rapidly during its development and Palmont City was made instead, leaving San Juan as a standalone area (which is normally not accessable).

I never done it myself, but I think you have to use mods to have cops in Free Roam. I think some Private Servers via Soapbox Race World also have cops in Free Roam, but don't quote me on that.
