There should be no difference in quality in the HDMI cables that you bought. The purpose of optical HDMI cables is so that you can plug in stuff farther away. Normal copper HDMI cables can only go for a max length of 10 feet before the signal degrades while optical HDMI cables can go for hundreds of feet. You normally buy optical HDMI cables if you need to route HDMI through your walls and stuff. The reason why it's important to plug in the optical HDMI cables the right way is because the light in the fiber optic cables only travel one way while in copper cables the signal can travel in both directions. The USB thing is for devices that are powered by HDMI since light doesn't send power you'll need something at the end to power the device if it needs it.
