I have floating candles that I did similarly! I used toilet paper tubes *and* paper towel tubes to have different sizes. Such a fun project. Toilet paper is designed to disintegrate when wet, so maybe facial tissues would work better to make the ghosts?
I love this idea of having different size candles! I'll give that a go next time :D I did wonder about maybe using kitchen roll as it's a bit thicker but facial tissues could be great too!
