Someone from russian federal security agency paid and recruited number of soviet fans(you would be surprised how much of them exists in US and other countries), gave them instructions on how to build/buy a fixed wing drone(not a rocket science as I know) and asked them to launch one in specific area. In a context of a full scale war in Ukraine(in which I leave almost three years now) it's a win-win situation for the russia: lot's of people in US panicking, others - made concerns about US government can protect protect it's citizen(which is a huge win for russian propaganda), and a great deal of russian propagandists can talk hours on local russian media about russian greatness and American weakness. I know that it may sound like total nonsense or conspiracy to you, but believe me - there are a lot of irrational and stupid things that russia can do to gain it's long term results.
