The FIRST thing you can do is get rid of those God-awful rims and melt them down into useful metal. Like you, I don't get crazy over the sight of one of these but perhaps the most radical thing you could do with it is..... Return it to stock. The most remarkable thing about these old Caprices are that they were in such high production numbers for so long that just about anybody from that era has to remember seeing them. Aside from that, at the very best they're just 'a car'. I remember here where I live, the Las Vegas Metropolitan Police Department had these in their fleet for years, I even got a ride in one, lol! Restore it to stock.

I would take it to Maaco like Randy at Auto auction rebuilds does. Maybe some Caprice rally hubcaps or wire wheel covers. I think Buick had an alloy wheel from this era that would look good.

Well, IF it's just flip material, then kind of a meh thing on the wheels. They 'could' add marketability, depending on what the going thing is in your area. My two cents- round up the missing pieces, pile them in the car n move it on. I'm thinking you'd agree if it's going to be a keeper, then it needs to be on the level of the 78 Caprice.
If the engine is free and runs I would say save it. Change the rims to something that looks more appropriate for the car. Clean it up do little work on the interior. Could be a good car for someone.
If the engine and transmission are sound and the rear quarter was done by a pro, I'd would lean towards saving it. I'll admit that it'll need lots of work especially the interior but the pieces like the doors panels can be easily sourced. The wheels, tires and exhaust definitely have to go. Caprices from 1977 to 1990 are coming more scarce these days.
I don't know what you paid for that but here in Az you should be able to pick up a rust free complete car for less than it would cost to restore that one. I could look around some if you want. Have a lot time on my hands since it's 120 f outside.

I own classic cars that are 20 years older. Shows me that I am an old fart. I would go the Police Car route. Do not invest to much, it is a fun car with limited value. Maybe you put original wheels and clean it out a bit, try to source some of the missing pieces and sell it to a young guy. It might be a good starter for someone who is not a perfectionist and wants to learn something about old cars and has a limited budget.
I lived through the 80's and didn't find the style or build quality particularly appealing of any cars built back then, engines were 😴 , of course just my opinion 😶
As a person born in 1985, I find my experience with these cars skewed. All I see are the good running ones which have had decades to be completely sorted, and are now showing age. That's a period of time that I never personally got to see, but I've heard some downright dismal stories

@@yeahright302 A brother just bought a 1966 Impala four door from a local junkyard, and the owner of the yard told me he will likely put $40,000 into it. It's a four door with no engine or trans, and no interior, that should have the front clip removed, and the rest scrapped.
It looks like it's worth saving.. The nickel and dime stuff is minor compared to the mechanical. I would want it with stock tires. I never was a fan of those big rims. It would be fine to drive it as is and get the work done on it as money becomes available.
