The culture.
provinces are administrative unit designed and set up by a central government, the provinces only has rights that the central govt granted them, while states are political entity formed on its own and they only united by giving up a portion of its rights to form a united states

America and Canada also has large land mass, China could incorporate those countries' style of management into their system. Do remember that Lee Kwan Yew was once the advisor of China, so China will probably foresee this problem and will come out with their own solutions.
America and Canada have plenty of empty land, but that's stereotyped as successful management instead.
Those statehoods have their own problems as well. If the central govnt collapses, the states will break away just like the Chinese provinces.
A bland geography class. The whole 3 hours could be done in 15 minutes. Plato said all port cities tend towards corruption.
