It's common for bands to write songs or riffs years before they release them. The Psycho riff was already being played in the late 90s, same with the piano solo of Butterflies and Hurricanes.

It basically causes somekind of magnetic loop round the pick ups which causes the string to vibrate constantly making that weird synth sound. Google E-Bow and you'll see a gizmo that does the same thing.....Also sounds like he has some phase on it to give it that spooky wee..wah..nerrr sound! :)
Though I've seen Muse live already - I can't wait for the day I'm at this festival in England, watching this band rock it out. It will be epic. As always. :D

What you hear there is actually the bass. From what I can hear, it's probably played with a pick, palm muted, and on the higher octaves.
