It’s not culture appropriation when they respect the culture and represent who started it . Trying to take and claim it your culture the that’s a problem
Mexicans and all peoples inhabiting Central America until the 15th century had their own identity and culture. Later, as a result of geographical discoveries, the Spaniards conquered these areas (the exception is Brazil - the Portuguese were plundered there, and France and the Dominican Republic and Guyana). Then, in the 19th century, New America took Texas from them and the Race criteria were introduced - in the 1870s. As long as the subculture does not hurt anyone and everything is legal - It's cool, everything is OK. On the other hand, when the subculture harms then the Detention Center. Chicano is something that connects them because they could express their identity and that's Ok, while Gangs and banditry should be severely punished with a prison or an electric chair.
Many countries colonized by the British were able to retain their culture, language and religion even today like Nigeria, india, malaysia,Egypt etc but that is not the case for south american countries, where there whole culture was spanized, just why?
