Optimal starting gear is not any one set for the druid. Because druid can focus on different areas like the bear, panther, spell caster, ect. It's really based around what build you're trying to make work.

Should always start with shapeshift mastery

Shapeshift mastery is one of the best perks but for new players who don't have any healing yet, I feel the other is a great choice too.
