Reggae and all associated genres (rocksteady, ska, dancehall, dub, jungle etc etc) have been widely popular in NZ since the late 70s/80s. The 1979 Bob Marley tour in NZ is thought of as the inception to the sound, which has evolved and changed in the following decades with bands including Herbs, Katchafire and of course Fat Freddie's Drop which all undoubtedly laid the groundwork for Six60 to come up. Bob Marley's message of liberation and anti-establishmentism resonated with Maori and Pacifika people who were at the time going through a revival and strengthening of their cultures amidst 100 years of colonial rule. Many in NZ would label Sticky Fingers + Ocean Alley as "Surf Rock" rather than reggae rock, I think because reggae as a genre is often inherently political or religious.

I love Fat Freddie's Drop too, they are not rock but take influence from soul, funk ,hip hop, jazz, dub and more recently trance. To me they are like Sticky Fingers in that they took reggae and mixed it with other influences to make a unique sound of their own. And like Sticky Fingers they probably dont get the coverage they deserve from American critics because they would be considered reggae.
