Dude i made exactly same thing yesterday but it was like 4x6x2 and it doesent have just tick lenght setting but my whole repeater was smaller than your tick lenght changer

If you are interested, try the "Create" mod! It let's you do so much more with moving blocks, for example you could move the second torch on this repeater according to it's delay. And other fun things!

Seeing as dust has no delay to it, and all other form of transferring power have delay (Even leaves and scaffolding have half a tick (or 1 game tick) of delay), it's probably impossible.
