Yes, bots will not respond to themselves to prevent loops. Another option is to take the actual contents of a shout-out command and paste it in the response instead of !so.
For some reason it has stopped working. If I type the command manually, it works and it's exactly the same as what the bot says, but for whatever reason unless I type it as the streamer or as the bot, it does not do shoutouts anymore. I have it tied to welcome sounds as well.

Just in case, I was saying your best/easiest bet would be to use a variable in the actual follower chat alert. Also check out some Fossabot videos I have, as that bot is newer and a cloudbot.
Is it consistently missing the same people? I had copied and pasted and sometimes an extra space or something would cause that. Oh I have chapter markers so you can skip around the video. It also has malware prevention for twitch bots. But you can totally run it alongside streamelements bot and just turn on the features you need.

You know, looking at Botisimo, it can announce raids in chat and you can set the chat announcement with variables. Theoretically, any bot that can do raid chat announcements may be able to be hijacked to do this by adding a !so in the message. Have not tried it myself.

Yeah you'll just want to double check sections in fossabot like chat alerts etc to make sure they are off so you don't have double alerts, etc.
