Green card holders cannot vote. Once you are on green card for 5 years you can apply for citizenship. That is when you can vote. I have friends who went to canada.

once you get your h1b visa you don't have any restrictions and can travel as many times as you want. Mostly you have restrictions when your h1b application is in progress. Its not recommended to travel during that period coz your application may get RFE or may get rejected so you want to be in USA if anything wrong happens.

You have good salary in India but you need to consider other factors for coming to America like doing house work, lack of friends, weather, parents, kids and food. Salary wise I cannot say without understanding your role but in a senior position you should minimum ask for 200k if not more.
Green card filing has 4 stages. I-140 is 3rd stage. Form I-485 is last stage which will happen when you application becomes current and you finally get the green card(This is where we have the 10+ year backlog for Indians). Once your I-140 is approved you can get unlimited H1b Extensions.
