I believe it was originally because of a fashion because a famous wearer was too fat to do it up, but these days, I think the jackets are actually designed to look better with it undone, and the button stays for aesthetic.
Silly rule coming from an age where fashion was imposed by what the royalty were wearing and the fat king Edward VII started the trend in the early 1900's. Yes, the button closer to your navel makes the coat sit nicer, accentuating the waist and it should always be closed while standing, BUT if you're caught in a windy/rainy situation I would button ALL the buttons. I'd say it's an easy way to make your opinion on the royals known without saying a word, or for that matter the puppet masters that still create trends in all aspects of our daily life.
Knew that but don’t understand why you put a button that isn’t used. Actually, nevermind. I have a doorknob in my house opposite the hinges. I also have another doorknob on the hinge side. I tell guest “never pull on that doorknob.” Why put a never button?
Proper tips from a proper legend

Thank you for sharing how to button a jacket. I had no idea what they were there for.
Amazing ❤
Why never on the bottom button? Why is it there in the first place if it’s never to be used?
