My district in Alaska started August 15. As a teacher, I love it! The good weather is usually done by August, and we finish our semester at Christmas. It's a great schedule!

Fun fact: A bunch of counties in Virginia just started to operate before Labor Day because some rule was just repealed. Kings Dominion made a contract with the state of Virginia that all school districts within 100 miles of Kings Dominion *must* start after Labor Day, since Kings Dominion needed the kids in high school to work at the park. That's right, schools were told to start later because they needed child labor just a few years ago.
In 2019, my school year started on August 26. Soon, it changed from starting summer from the second thursday of June to ending on the last week of August to starting summer in early June and ending in mid-August.
In Germany, we have 6 weeks of summer holidays, and they`re different from state to state so that not everyone is on vacation at the same time. In Bavaria school ends typically in the last week of July and therefore school starts again in mid-September. In college, our lecture times are from October to February and April to July with exams typically in the first month of the semester break.
We start August 27 and, yes, we do get two weeks off for Christmas. The reason we start in August is for snow days. Extremely rural district that is spread out over 500 square miles with over half of our students on secondary roads with bad winters....Yeah, we usually miss between 7-12 days due to weather. One winter we missed the entire month of February.
The year after there was so much snow (we had 10 snow days and to make up for the lots of missed days we had two days of Saturday school) the school department in our town freaked out and we started really early. Saturday school was no fun.
There is pressure on my 8th grade students from early start high schools and their summer school programs. We have had school days overlap in June. I would assume the same thing could happen with high schools and colleges.
I'm a custodian I wish we started after labor day. It'll give us 2.5 months to get the building re done. Then 2 weeks off until September. But it's not like that

Western PA, the schools are mostly 3rd and 4th week of August, not post-Labor Day. Students arrive Monday for me.

I think winter vacation is always at least 2 weeks. That's how it was in my elementary and middle school as well as my high school.

I think all public schools in a district have to start at the same time. But for private schools, they can start whenever they want.
