can the vortex be used on any CNC with any software? like carbide

We hesitate to say "any" CNC software because, no, it's not compatible with "any" CNC software. As far as we know, VCarve and Maker are the 2 mainstream software options that support rotary. Fusion 360 is also an option but might have an even higher learning curve. There are others as well, but as far as we know as of right now Carbide does not support rotary
Is it me, or are the gsender estimates for time to completion way off when rotary cutting?
Yes we recently did a massive overhaul on gSender time estimation and found that it improved most time estimates by around x3 accuracy, but the downside we recently discovered was that we didn't account for rotary projects. We're putting some more work into it now and should have something soon 👍
