That said historically they're some of the most interesting native peoples of Northern Asia. Chukchi in particular had quite the reputation among surrounding tribes...
I once did a Khodynt campaign. My strategy was to migrate to Penzhina, conquer the other tribes, then use nivkh as the easiest target into Manchuria. That being said, I also opted to nocb vassalize Makassar in Indonesia, then conquer Bone, Kutai, Buton, Madyas etc. The naval situation here is much better than Hawaii due to the inland seas, just build galleys and some transports. I tried some silly stuff like nocb vassalizing Najran in Arabia to get closer to institutions. If anything this works better for Ryukyu as they conquer from the horn to Mamluks. I know better now to just dev push good terrain for institutions, especially a gold mine. Arabian territory helped me ally Ethiopia iirc, and I went into debt to ally jaubpur so I wasn’t declared on. Another useful area to nocb is Arakan in Burma. You can push up through Ava, Manipur, Bengal’s node, all the way northwest through Persia or the steppes to Europe. Definitely go for nocbing the Burma and Moluccas, maybe Northern India for access to silk. As far as minor tags in the region go, Sarig Yogir has a lot of potential since it starts as a horde, has horde generic ideas, and the Mongol mission tree. The expansion path in the Tibetan plateau, Burma, Timurids, and India makes for a very kinetic campaign.
At this point Siberian tribe is the hardest start in game. There has existed others just as hard like the native tribes but they got changed for the better
These siberian tribes have a great position to repeatedly farm "show strength" humiliation CB. I've never tried but you could dec your starting neighbors every 10 years for an extra 300 monarch points.
