The charges for an attempt to get him into US custody so that the CIA could illegally fly him to Guantanamo. And they really incompetent supreme Court ruled that somehow once a person is on a US military base overseas the US quarts no longer have jurisdiction. They made that up out of the blue overturning centuries of precedent
