The red face, two white circles are the eyes and the anchor painted on the front of those boats is the face of the boat, the eyes of the boat have its own meaning. The white circle on a black background on the nose of the barge is meant to be the eyes of the barge.!

As I understand it, the eyes are a tradition going back centuries to help see through the dark and fog.
