For locking wheels the store has to have a trench ran underneath the perimeter of the parking lot so the can install a wire thats connected to a box in the store.
some ppl don't have cars n use them to carry groceries home n usually bring them back n shop again but stealing them is unusual, maybe there being scrapped!!
