I had completely forgotten about this issue. I think I have only experienced it once or twice through all the time I have played the game. Interresting video, thanks.
If you save the design and you can't change the height, I usually raise the land one tile to my desired height so the Entrance or Exit is on that raised land tile, then when the coaster is placed, I lower the land again. This way, you can place saved designs at other heights.
I think the scenery operating at different heights is because some scenery items can be placed on a quarter tile, which can cause their height to correspond to half of a regular path tile and thus also include odd height values.
What design decisions might have went into this? (Especially the internal height != height displayed, I really want to know how the displayed height is calculated.) Scenery pieces (e.g. walls) with differing heights are the only things I can think of that would require this system.
I wish I could tell you! I do know that in the "display" units, 0 is the same as 14 tile inspector units. I can only guess that it was just an arbitrary choice on Chris Sawyer's part.

Thanks! I always thought that cheat was referring to the height limit on coaster tracks so I never would've tried unchecking it.
