तीन बिडर वाला कॉन्सेप्ट क्या है ??
बहुत बार सिंगल या डबल बिडर में भी टेंडर ओपन हो जाता है। वो किस कंडिशन में होता है ?

If we fill the tender by taking authorisation from manufacturer and govt dept rejects the product after supply by giving some reason and manufacturer will not resolve the issue from product, how to get EMD and penalty amount from manufacturer, As it is not the fault of tenderer.

You can claim through laws and clause mentioned in the contract time
If client won't return EMD then you have all right to take legal action against client through judiciary.
