Red lights are always suggestions, along with green ones, at least here from the perspective of the minibus taxis, because, due to them being a powerful political bloc, they are seeming exempt from all of those pesky road rules. Only time I ever saw one stopped at a red light was because he was stuck in the side of a truck, that was going through the cross street on green.
Well if I had to spend the amount of time on the roads that they do, I'd go Postal as well.
