If I install this properly mounted in a fifthwheel RV will the bouncing of the roadways cause the quartz to break?
If the sleeve gets dirty does the cylinder not as well? I was told the inside of the cylinder is shiny bouncing the light rays back. Would I not have to clean the inner cylinder somehow?
I was told to replace at 2 years. I did not have an alarm going off but I replaced it at 2 years, which was last week. It continues to blow the 2 3amp fuses in the controller. I called the company and they said that replacing the bulb will probably stop the fuses blowing. It did not. Why is it still blowing fuses?
what should I do if debris/water does get inside the quartz sleeve and staining happens? Should it then be replaced?

No (short answer). It's covered in the video. Turning the bulb on/off regularly greatly shortens the life of the bulb.. and puts unnecessary wear on the ballast (power converter).
Is the lamp always on? Don't they turn on only when there is water flow?
Can we switch off the uv purifier after the water is filtered or it should be run constantly...
It has to be running constantly, unless you are not using it for a long time (like leaving for vacation).
Are they safe to dispose of in landfill or does the remaining mercury left the end of a year mean the bulbs need special treatment?
Need to be recycled as hazardous waste.

Yes, RO does all that on a much smaller scale than the 12 GPM UV sterilizer suitable for supplying water to the WHOLE HOUSE.
Is there another non electric water treatment? That doesn't require constant purchases
Rainwater is purified water... but you need a clean vessel to capture and store it.
Or you can dig a well into an aquifer which also contains pure water.
