Not sure, but other comments seem to suggest it was a sample, and to me it sounds more like a synthesizer with a horn sound applied than an actual horn... actually a friend of mine had a microtonal synthesizer which could get similar sounds to this, I just discovered this song a few days ago and the sample reminded me of that!
The 80's music had less competition and was better exposed I suppose through one or two medea channels radio as a promotional. Half music notes 🎶🎵🎼🎸are typical to eastern songs. Some bands use it even now. Westerners typically use whole notes. And it could be a main instrument theme like MBV or just a sound effect with the glimps of flavour in the vocals like Tame Impala.
