I was having the same issue. The way I was able to fix this was by making sure the selected edges go all the way around the dragon. For example on my model, the end of the tail was not being selected so it would not work. Just make the edges wrap all the way around.

Curve is not Mesh, you can't extrude it. You need to select polygons first, then select your curve holding Shift. Then press extrude. And better to check the extrude options, maybe there's a problem
