I never heard of that before. I don't think that there's a limit. For example, car comes with 2 keys from factory standard these days. My tundra came with two keys and when I bought it used it had only one key. I have programmed second key through locksmith, now truck has 3 keys at least officially. Another example, Ford transit came with 2 keys from factory, someone misplaced one key and third key was programmed as replacement of 2nd key.

Check your make and model, for many you can make up to 8 keys for one vehicle.
