Only because of the non-availability of birth certificate you will not face problem with citizenship. There are lot of other conditions

sir, my parents born in nepal, but my parents live in india about 27+ year. my parents have indian pan card, vote card, bank account, aadhaar card, BPL ration card, PF. I born in india lived in india about 19 year + 4 months and I get my education from india ( karnataka ). - Scan copy of valid Indian residential permit/long term visa (if do not have)
- Date of entry in India (if never visited)
We wish to apply for Indian citizen for my niece who is minor and in the US.
IC 4(1) -Eligibility Criteria
A person may submit an application for registration of birth of his minor child born outside India in terms of sub-section(1) of section 4 in Form I to the Indian consulate in the country, where such child was born, together with a declaration that the child does not hold the passport of any other country.
List of documents to be uploaded
A copy of the birth certificate of the child
A copy of the passport of both the parents
A copy of the certificate of Indian citizenship if acquired by registration/naturalization
A copy of the marriage certificate of the parents
Declaration letter that the child does not hold the passport of any other country
I have been accepted as Indian citizen and has been asked to fill form xi for the final certificate. However in the online portal there is the option of apply form X/XII , I cannot find form XI. Can you please help me?

You might need to apply under IC 5(1)(d)
IC 5(1)(d) -Eligibility Criteria
Minor children of persons who are citizens of India.
Note:
Person who has not attained the age of 18 years is considered as minor.
The applicants are advised to carefully go through the provisions of the Citizenship Act, 1955 and rules framed there under to determine their eligibility for Indian citizenship.
*List of documents to be uploaded*
A copy of valid Foreign Passport of the child or parent or which his/ her name is entered
A copy of valid Residential Permit/LTV
Proof of Indian citizenship of both the parents’ viz. copy of the Indian passport, birth certificate, etc.
In case of guardian, enclose proof of guardianship

Can we submit hard copy of application via India post to collector office
I am not sure about this. They have mentioned as hard copy submit. So it should be possible. But you can also personally handover and get acknowledgement.

My mom came to India when she was 6 year old. Her parents are indian passport holder and so is her husband. As she was a minor at that time, her name is in her mother's passport. Can we upload that?
2. Temporary Residence Permit is mentioned in eligiblity criteria ( we are trying to get her citizenship through marriage with indian citizen). But we donot have it. Nor had any idea. She came to India in 1963 with her brothers. What to do?

If your mother born on 1983 in India then she is automatically indian by birth. So there is no need to apply for indian citizenship.

Hai my husband mom dad is Nepali he born and brought up in India he born on 1989 we need to apply for him in form they are asking which date he entered can we put 1989 and he don't have any Nepali proof because he schooling and college everything here in India if we don't have passport we can skip that

Firstly, on the basis of their parents he has to taken nepali citizenship by descent ( vanshaj). Then and only he can apply for indian citizenship.

Did you mean 'Identity of marks"? That means identification mark on the body. Example, block mole on the left upper arm etc

Then please read the "IC 5(1)(f) -Eligibility Criteria" and the "IC 5(1)(a) -Eligibility Criteria" under the 'Eligibility criteria' as shown in the video. See which one fits in your case
It means if your father born in nepal your grand parents belong to their and they live there. So you can make first your nepal citizenship card there and then you can apply here in India for Indian citizenship by naturalization process.
