Jeff, have you tried adding crushed charcoal, and baking soda, to make a light filler, before you dab on the CA, then just the CA for the sealing top coat. it has worked great for me a few times.
I think if you wet the wood a bit, it will accelerate the CA glue curing process. Also baking soda will instantly cure the CA glue. You will still melt some eps foam from the CA glue vapor. But this seems like a fast way to get back into the water

If you cut the glass at 45 degrees, it will wrap around the rail better.
