This is more of a quick step in for directly attacking the Uchi-mata than an Ouchi-gari feint, but what you suggested is certainly possible with uke gives you the right reaction.

That initial/first step are you pulling on to you, or to the side, i cant work it out without you doing it on me,
You pull to the direction of the throw, so it's kind of in-between, but also depends on how much you're rotating.
